The Oregon Health Authority requires that the Tollgate Water Company complete a cross connection inspection each year.  This requirement is met through the completion of this survey by each property owner.

A “Cross Connection” within the water system is any physical connection where a public water system (PWS) is connected, directly or indirectly, with any other non-drinkable water system, for example but not limited to an irrigation system, hot tub or pond; and has any potential for containing water that could be considered a pollutant or contaminate.

The Uniformed Plumbing Code (UPC) and the Oregon Administrative Rule (OAR) lay out the guidelines for how to protect a potable water system from a cross connection.  This is most commonly done with the installation of an approved backflow assembly and these units shall be tested on an annual basis by a certified backflow prevention assembly tester.  The backflow prevention assembly that TWC has installed at your point of service is tested annually by the TWC.  All other backflow assemblies must be tested on an annual basis per OHA and UPC guidelines. This test is to be completed by a Certified Backflow Assembly Tester and a list of local testers can be found on the Oregon Health Authority website: https://yourwater.oregon.gov/backflow.php.  Many local plumbers and landscape companies may also have certified backflow assembly testers as well. The OHA requires that this test report be submitted to TWC within 10 days of the completion of the test.

Permanent resident is defined by the OHA in a Community Water System as an individual who is served by the water system for more than 60 days each year. i.e. If your house is a vacation rental year round, than your permanent residents would be 0. Or if you and others reside in your home only during summer months it would be 2, because that would be more than 60 days. Don’t forget to count your kids if they still live at home.
